The structure coordinates and directs the activities of the units responsible for Human Resources and General Affairs, ensuring the creation of a positive working environment and the development of policies aimed at enhancing staff potential through the study and strengthening of the organisation’s human and intellectual capital.

In addition to overseeing administrative procedures, digital records, and the drafting and renewal of agreements, the structure manages selection procedures for staff recruitment.

Further efforts are dedicated to developing programmes, projects, and initiatives that foster a corporate culture focused on ecological transition and environmental sustainability

  • Oversight of activities linked to the performance management cycle.
  • Coordination and management of industrial relations.
  • Administrative management of recruitment procedures for both employed and self-employed personnel.
  • Supervision of activities related to staff development and competence assessment.
  • Coordination of functions and activities concerning the adoption of administrative measures, the digital records management, the drafting and renewal of agreements, as well as the corruption prevention and transparency.
  • Development and coordination of programmes, projects, and initiatives linked to the organisation’s ecological transition.
  • Advisory support to senior management and other organisational structures within the institution in relevant areas.

Luca Di Tommaso

Head

Born in Teramo, where he completed his studies and graduated with honours in Law in 1995. After winning a public competition, he was hired as an Administrative Officer at INPS in 1990. He transferred to the IZS-Teramo through internal mobility on 1 March 2002, where he worked in various roles within the Administrative Directorate. In 2006, he was appointed Administrative Manager of the Projects and Partnerships Centre, where he was responsible for managing several institutional projects.

Born in Teramo, where he completed his studies and graduated with honours in Law in 1995. After winning a public competition, he was hired as an Administrative Officer at INPS in 1990. He transferred to the IZS-Teramo through internal mobility on 1 March 2002, where he worked in various roles within the Administrative Directorate. In 2006, he was appointed Administrative Manager of the Projects and Partnerships Centre, where he was responsible for managing several institutional projects.

In 2010, he won a public competition for a managerial position at IZS-Teramo and took over as Head of the Human Resources Unit. Since 2024, he has been leading the complex organisational unit titled “Human Resources, General Affairs and Ecological Transition”. He has completed several management training courses in the fields of human resources, project management, and ecological transition, and in 2024 obtained a Second-Level Master’s degree in Healthcare Management, graduating with honours.

He has extensive expertise and experience in administrative matters relating to personnel management, general affairs, project coordination and corporate partnerships, as well as in the drafting of legal texts and administrative regulations. He also has solid experience in team leadership, problem-solving, and in promoting and safeguarding the environment.

Married and father of one, he has a natural talent for writing, alongside an in-depth knowledge of classical and contemporary music, supported by skills in journalism, guitar playing, and photography. He is passionate about literature, painting, cinema, art, philosophy, history, physics, and geopolitics.

General Affairs

The unit manages legal and administrative aspects of contractual and formal agreements with national and international third parties. It oversees incoming and outgoing correspondence for the Institute, ensuring proper distribution and progressive archiving. Additionally, it handles public relations activities, including access requests and complaints. The unit is also responsible for compliance with the deliberative procedures of the Director General and the Board of Directors.

Human Resources

The structure manages the legal and financial aspects related to human resources throughout the entire employment cycle, up to contract termination, also overseeing pension, tax, and operational aspects. The Human Resources unit also handles the administrative management of labour relations, integrating the employer-side negotiating delegation.
