The Logistics, Procurement, GT, and Warehouse Unit manages tenders, contracts, and the procurement of goods and services, coordinating warehouse activities, technical maintenance, and inventory management. It ensures the distribution of materials to departments, quality control, and document management through fully digitalised and integrated procedures.

 

The Unit is responsible for ensuring the efficiency and quality of the management of goods, services, and operational processes through the following activities:

  • Management of tenders for the supply of goods and services, and maintenance of movable assets.
  • Drafting and administration of deliberative acts related to supply contracts for goods, services, and maintenance of movable assets.
  • Preparation and management of policy documents concerning the planning of procurement and investment in movable and intangible assets.
  • Contract management.
  • Management of the unit’s quality system.
  • Supplier register management.
  • Procurement of goods and services.
  • Management of supplies of goods, services, and maintenance services.
  • Handling of supplier complaints.
  • Processing and payment of invoices related to its activities.
  • Coordination of maintenance services and technical interventions on movable and intangible assets.
  • Management of subscription-based maintenance contracts for movable and intangible assets.
  • Administration and upkeep of the inventory of movable and intangible assets.
  • Compliance with safety regulations related to its activities.
  • Management and storage of warehouse products.
  • Distribution of materials to central and regional units.
  • Administrative management of waste-related activities and of the Institute’s agricultural site.
  • Management of administrative documentation and archives necessary for carrying out these activities.

The unit ensures the administrative management of procedures and related measures concerning tenders for the supply of goods and services, including maintenance services and supply contracts for movable assets. It also oversees the inventory of movable and intangible assets and manages warehouse stocks, ensuring their distribution to the relevant departments.

The unit is organised into two operational sections: Tender Area and Procurement, Technical Management, and Warehouse Section. All processes are fully integrated and paperless, allowing interaction across all operational units.

The Tender Section manages tenders for goods and services as well as all related administrative activities. It prepares administrative documents and supply contracts that regulate the relationships between the Institute and its suppliers. The Section is responsible for drafting tender specifications and technical documents within its remit, along with managing any legal issues arising from ongoing contracts. It also develops and revises the unit’s Standard Operating Procedures (SOPs) in line with the laboratory quality management system and participates in annual audits. The structure works actively with the Institute’s senior management in drafting policy documents (such as investment plans for movable and intangible assets, technical support for the budgeting process, including forecasts, annual accounts, and financial statements), as well as procedural documents (such as tender awards, assignments, disputes, and general procedural acts).

The Procurement, Technical Management, and Warehouse Section is responsible for processing orders for goods and services and coordinating technical interventions for the maintenance of equipment, hardware, software, buildings, facilities, and related areas. Its tasks include the verification and processing of invoices, credit notes, payment reminders, and supplier interactions, as well as the management of the supplier register and inventories of movable and intangible assets. The section ensures the continuous updating of inventory data for integration with accounting records and the provision of data and technical documentation for the planning of tenders managed by the Tender Section. The Warehouse Unit, comprising one employee and three service company staff members, is responsible for receiving deliveries from external carriers and distributing supplies to the central headquarters and regional offices in Abruzzo and Molise, as well as managing the fully paperless "SILOR" system for processing material requests. It also oversees the distribution of clean uniforms and the collection of used ones for delivery to the external laundry service, along with the receipt and handling of biological samples delivered by external carriers for subsequent laboratory analysis. Additionally, the unit is in charge of initiating restock requests for essential supplies by liaising with the Procurement and Technical Management team, as well as verifying delivery documents and processing returns when necessary.

Elisabetta Iezzi was born in Foggia and graduated in Law in 2003. After completing her master’s degree, she obtained two postgraduate specialisation diplomas (each lasting two years): one in Professioni legali (Legal Professions) in 2005 and one in Diritto Amministrativo e Scienza dell’Amministrazione (Administrative Law and Public Administration) in 2008.

Elisabetta Iezzi was born in Foggia and graduated in Law in 2003. After completing her master’s degree, she obtained two postgraduate specialisation diplomas (each lasting two years): one in Professioni legali (Legal Professions) in 2005 and one in Diritto Amministrativo e Scienza dell’Amministrazione (Administrative Law and Public Administration) in 2008.

In 2006, she qualified to practise law at the Court of Appeal of L’Aquila. In 2024, she completed a second-level Master’s degree in Innovation and Digital Transformation in Public Administration. Since 2005, she has worked at the Istituto Zooprofilattico of Teramo and was formally appointed in 2011 as Administrative Officer following a public recruitment procedure. Over the years, she has worked in the Assets and Logistics Unit, gaining extensive experience and specialist knowledge in public procurement, particularly for services and supplies. This Unit is the only one within the Institute’s administrative structure to hold ISO 9001 quality management certification.

In the meantime, she has taken part in numerous refresher and advanced training courses on the procurement of goods and services, earning several professional certifications.

In 2024, she was the successful candidate in a public recruitment procedure launched by the Istituto Zooprofilattico of Abruzzo and Molise for a management-level administrative position. She took up the post on 1 July of that year, continuing her work in the Assets and Logistics Unit.

From 1 October 2024, she was appointed coordinator of the Logistics, Procurement, GT and Warehouse Area. On 1 January 2025, she signed the contract for the position of Manager of the same Area, as head of a Unit.

Elisabetta Iezzi has strong organisational and leadership skills, sets clear goals, and has proven ability in supervision and coordination. She is married and has two children.
