The list of active livestock registers in the national database is updated

 

 

The ministerial communication, identifiable as Classif: I.5.i.q.1 / 2021/2, draws attention to the imminent entry into force of a new implementation of the System for the management of livestock registers. Moreover, this deadline had already been foreseen and announced by previous regulations.

 

 

In fact, in the very short term, other so-called minor species (at least from a numerical or strictly economic-commercial point of view) will acquire the same dignity as other production animals thanks to the establishment and regulation of their computerized registers.

 

 

Exactly as required by Article 3, paragraph 2, of the Ministerial Decree of 2 March 2018, published in the Official Gazette no. 89 of 17.04.2018, starting from 17 April 2021, the requirements that the FBOs concerned, including traders, must register in BDN the movements to farms or slaughterhouses of rabbits, hares, snails and other mammals belonging to the Artiodactyla Order, namely yak, wildebeest, zebu, deer, roe deer, chamois, fallow deer, mouflon, ibex, antelope, gazelle, moose, reindeer llama, camels, dromedaries, alpaca, guanaco and vicuna (list in attachment 2 of the Ministerial Decree 02.03.2018).

 

 

The main purposes of the new registers are the health protection of animals, the economic safeguarding of commercial activities and the enhancement of national animal husbandry.

 

 

The news, such as information on the health status of companies and farms, registered in BDN, have official value and guarantee transparency and visibility to the national livestock heritage to protect the consumer, guaranteeing the implementation of the traceability system of food, feed, animals intended for food production and any other substance capable of becoming part of this circuit (Regulation (EC) 178/2002).

 

 

Among the legislative sources on which the Decree has built its foundations are the new European Animal Health Regulation (Regulation (EC) 2016/429), which, in article 109, provides for the establishment of a computerized database of farmed or terrestrial animals. kept, and the Decree of the Minister of Health of 28 June 2016, the rule that introduced the computerized Model 4 and its methods of use.

 

 

The first of July 2021, on the other hand, is the date from which FBOs dealing with these new species are required to fill in form 4 exclusively by computer in BDN. This compilation will allow the automatic registration of movements in the vetinfo system.

 

 

People responsible for the management of these registries too, with the operations and skills specified in Annex 1 of the Decree, are:

  • the keeper of the animals, "who has the obligation to register in the National Database, directly or through a delegate, the updated information on the farms and their movements";
  • slaughterhouse managers, who are responsible for implementing data on animals slaughtered at their establishments;
  • the Veterinary Services of the ASL, which carry out supervision to ensure compliance with the application of the Decree, as well as other animal registries;
  • the National Service Center (CSN), set up at the Istituto Zooprofilattico Sperimentale dell’Abruzzo e del Molise “G. Caporale”, which develops and manages the computerized system of the BDN;
  • the Ministry of Health, which centrally organizes the digital system of the BDN and coordinates the activities of the local and regional Veterinary Services through management and guidance acts, and, for the part of competence, verifies the territorial activities connected to the application of the Decree.

 

 

For species such as cervids and camelids, individual identification will be registered in BDN following the issue of an additional ministerial device that will make the rules referred to in Regulation (EU) 2016/429 and its delegated acts fully applicable on the national territory. for the traceability of these animals.

 

 

The prototypes of model 4, for the various newly introduced animal species listed, are published in a specific section of the internet portal www.vetinfo.it, where the technical notions relating to the movement recording function starting from the model 4 computerized will soon be available.

 

 

Furthermore, on this occasion it was intended to communicate that, by the end of March approximately, the CSN will invalidate in BDN all rabbit farms registered before 2018 for which the planned update has not been carried out, adjustment already requested by the Ministry of Health with the note DGSAF 28310 of 14/11/2018, recommendation repeated with the communication DGSAF 26826 of 23.10.2019.
